PWB 3.05.3 RC (Release Candidate) now available on the Beta Downloads page should fix the restart issue.

What is your home page set to? In cases like this most of the time the home page is redirecting which looks like a navigation to PWB resulting in the inactivity timer starting. To correct this set the home page to the page that the original home page redirects to. For example, "http://google.co...

The [Security]ClearCahceOnClose=True removes all the cookies and history for the user.
To only clear the history, you could use the [Files]ShutdownScript=... to run a batch file to remove a specific folder or set of files.

Use the PWB add-on idler.

This will install a keyboard and mouse hook that will reset the PWB inactivity timer when any application is in use.

PWB CEF as it can run an IE window if there is a site that does not work with Chrome. For example a web site that uses an ActiveX control. Either one should work. The issue stems from files in the Program Files folder not being writable.

Try moving the PWB v2 folder from the Programs File folder to the root of the C drive, for example C:\PWB. Or at the very least relocate the URL filter file. What version of Windows are you using?
You have PWB set to exit after 2 minutes of inactivity, with a screen blanking at 22 minutes PWB would not be running.
If you do not start PWB does the screen blank after 22 minutes?

What version of PWB CEF are you using? PWB uses its own version of the Chrome HTML Rendering Engine via the Chromium Embedded Frame work. It maybe your firewall is blocking PWB and not Chrome. Try running Chrome side by side with PWB CEF using an unedited INI file, do you see the same issues?

Are you using the URL filter? If so try disabling it to see if you have inadvertently blocked a URL the web site is trying to access.
