Can a proxy override list use a wildcard, as in *.jefferson.lib.co.us?

Yes. The Proxy Override list is the same thing you would type into the Internet Explorer options Connections Proxy Advanced Exceptions list. PWB modifies the Internet Explorer registry location that equates to the Internet Explorer proxy exceptions.
