Even when clients have manageie and setpwb, they can still access the web thru the address bar in Microsoft Outlook.
Manageie is definitely working ok.
What gives?

ManageIE only prevents Interent Explorer from opening to a web page. This does not prevent another application from hosting the IE HTML Rendering Engine directly and browsing to a web page. MS Outlook is hositng the engine directly and thus ManageIE does not prevent it from reaching a web page.

Thanks Scott, you have answered my question. Looks like I will need to find a workaround for this.
Sprager, this is not in a library setting. There are fixed users for each client, and different users are allowed different levels of internet access dependant on what job they do.
All these users have fixed email accounts on their own machine, plus all fringe PC users and non specific users can access their own separate email account using Outlook Web Access on our local mail server thru PWB
Theoretically all users could use OWA to access their mail but this does not provide all the features that the base Outlook does.
