Second instance of PWB not launching with SP2

I have a WYSE 941G running XP SP2 and PWB in kiosk mode as the shell. I have a set of buttons across the top, one of which starts a second instance of PWB with the following shortcut C:\bbyapps\pwb\PWB.exe /INI=c:\bbyapps\pwb\poafs2.INI /URLINI=http://fskiosk/pwb/poafs2.ini
Since upgrading to SP2 that shortcut does nothing. When I click it there is no activity or response at all. I have tried changing it to a file URL as a test and when I do I get the default PWB Warning text file poping up.
Has anyone seen this? It appears to be some sort of issue with the launch permissions. Please help!

Please answer the following questions and we will see if we can narrow down the problem a little bit.

What version of PWB (2.0.9.3)?

If you create a shortcut to Notepad, does the shortcut work?

Are you using the full path to the Shellbar folder in the PWB INI file([Files]Shellbar=C:\path\Shellbar)?
