PWB Locks up on first open

I'm running PWB v1.2.8 on all of our internet PCs. All of the PCs are running Windows NT 4.0 SP 6a. When we first bring the PCs up and a user logs in and launches PWB the browser will hang. The user cannot click on any part of the browser and has to log off and log back in to use the PWB. Does anyone have any ideas?

Check the permissions of all the files listed in the files section of the INI for the user currently logged on. It sounds like PWB can find a file but can not access it.
