second window blank should display pdf

going to us government census site, click on "Jobs@Census, click on "2010 Census Taker Employment Opportunities" and click on "Take Our Practice Test" to download the test. This opens a second window which is blank. If you do a print preview, the content is there, a pdf. I get the same result with 2.10.5 and 2.10.8
Why doesn't it display?
If I enable open in parent window, it displays, however, I get a debug error first.

The indicated page works as expected with an unedited stock INI file.

Are you using the PWB URL or IP filter?
