Prevent downloads allow user to still Open email attachments

I'm sure this has been asked before, but I was unable to find it in the search forums.

I am looking to allow users to open up, for instance, school email attachments such as Word or Excel, but prevent downloading of programs. If I use PWBCloseWindow add-on it works great to prevent File Download from popping up when someone tries to download a program such as Limewire, but it also won't allow them to open up Word documents in the school email which also opens a dialog box that says "File Download". Any suggestions?

The following setting will normally allow ActiveX type controls to open attachments such as PDF or Word documents but prevent downloading of files.

[Security]
DisableFileDownload=True

You can also try using the filters to prevent links to files from being accessed.
