PWB & Flash

One of our library web pages comes up with a flash error when logged in as the default user. When I logged in as admin it worked normally. I'm sure it's a permission issue, but I don't know what permissions to change.
Would I change the permissions on the folder where PWB.exe lives? Or would I change the permissions on Flash?
For the time being, I made the default user a member of the local power users group and that seemed to allow it to function. But obviously that's not a real solution.
Any help would be appreciated.
We're using version 3.0.3.9 on IE and this is the link in question:

Install Chrome for the user running PWB. This will allow PWB to use the Chrome plug-ins from Chrome directly.

Out of 5 computers doing this, that fixed 3 of them. The good news is that 2 of the 3 are in the children's area and use that site heavily.
Any other suggestions?

What are the differences of the 3 good computers vs the 2 bad one?

The only thing I can think of is their start page. Two of the working ones have a different start page, it's a page with links. One goes to the kids catalog and the other to an AR Reading list site. The 3rd working one is just like the 2 non-working. These are all brand new computers just put into service last week and they have the same default user name, the same group policy.

I don't think so, but I'll have to look. I requested staff email me the ini file.
This is so weird though, they work and then they stop working. And then they work again.
I've looked through the ini file but I don't see anything about filters. Where do I find them?

The following setting controls the filter.
[Security]
CheckURLAccess=True
You may want to try an unedited INI file to rule out any configuration issues.

With the working/not working/ work again cycle I've been wondering if our configuration file is causing it. We used to use a group policy to set it. But since we upgraded to Windows 7, group policies no longer have the IE Connections settings. So we've been setting it manually in the user profile.

You do not have the URL filter enabled.
Working/Not working sounds more like a networking issue as opposed to a browser issue.
