Never mind. After I posted I checked the current version. After I installed the latest version, the issue went away.

We just upgraded our online library card application and it doesn't display in the user profile but it does display in the admin profile.

With the working/not working/ work again cycle I've been wondering if our configuration file is causing it. We used to use a group policy to set it. The only thing I can think of is their start page. Two of the working ones have a different start page, it's a page with links. One goes to the kids catalog and the other to an AR Reading list site.
