Solution found. A logging function in a Sirsi script was causing the problem. Thanks for your help.

Yes, with IE running (immediate response) the PWB still has the issue (using the 'Internet' INI emailed to Support).

If I am reading this correctly, either fix results in the site not working as intended. So are you still pursuing a fix? If not, what are the ramifications of disabling the Security feature? Also, for testing purposes, what is the setting in PWB to disable the Windows Security feature for FEATURE_OB...
