Public Browser Unspecified Error

We are using Public Browser 1.2.8 at our library. When viewing a page fromour catalog, you are given the option of reading an excerpt from the item. When you hover the mouse over this link it tells you: javascript:open_win(link to our catalog server). When you click on this option, we get the following error msg: Public Browser Unspecified Error. When logged in as a public account, you get this error msg but when you log in as a staff account you do not. Any ideas?

It sounds like one of the files PWB is trying to access only has read or write permisions for the Staff and not for the Users.
