We use Microsoft Office applications and they have a Help > Office on the Web option which gives the patrons access to Internet Explorer.
Has anyone successfully associated the MS *.CHM files to use PWB.exe instead of iexplore.exe ?

You can use the ManageIE browser helper object (on the downloads page here) to prevent Internet Explorer from ever running. Even if you allow patrons to access disk drives / folders with Explorer, as soon as they type in a web address, the window closes. We've been using it here for as long as we've been using our sign-up system.
There is also a tool to make PWB your default browser, but I don't have any experience using that.
