How to disable access to Internet via Windows Help

We've got a patron who has managed to figure out a way to access the Internet on at least one of our catalog only PCs (XPs2, PWB 2.06, Fortres 5.0). We haven't been able to catch him in the act, but find the Windows Help screen displayed on the desktop after being alerted to his presence. Somehow he is getting that to open and using it as a jumping off point to get around the PWB restrictions. There is no access to the Start menu through Fortres, and I've blocked all the accelerator keys in PWB & use URL.txt to restrict access to the catalog only. Any suggestions? Thanks, dipdots

Use ManageIE, a free utility available on our download page, to prevent Internet Explorer from opening.

If they are using Help directly, deny access to the "HH.exe" application that is normally associated with CHM files, or deny access to the CHM files. You could also associate CHM files with another application.

or just disable the F1 key that is the help quickkey

Thanks for the ideas. I ended up using http://www.hydrous.net/articles/disablef1.php
to disable the F1 key to the Help feature. It's worked well so far.
