Yes, if you are not using the Shellbar, setting the [SecondWindow]ShowShellbar=False will prevent the "blank" Shellbar from filling the PWB window.

I uploaded PWB v2.10.8 to the Beta download page which closes pop-up windows that have a URL that is denied access. This should prevent the About:Blank pages when popups are denied.
