Lately, if our public machines are rebooted PWB will give this error:
"Encountered a sharing violation while accessing URL.txt."
PWB will not open until this box is closed. After that, it runs fine. ntil it is booted again.

What version of Windows are you using?
It sounds like a network issue. You could try turning off the Fast Login Optimization.

Wow.. I know this is really a long time since I started this thread, but I wanted to post what the solution was.
Since it was a minor problem, it had set on the back burner for this long.
Seems what the problem was is that we have the url.txt file copied to our ERS stations each time they log on. On our highband branches this is no problem, the copy process takes such a brief time. The problem was on our lowband branches, transfer of the url.tx file was taking much longer and this was causing the sharing violation as PWB was trying to access it while it was being copied.
Changing the process to update the file at a refresh period or log out instead of log in has solved the problem.
