URL.txt not allowing addresses?

I just changed my URL.txt to allow access to some new web-pages.
This worked fine on all but 2 of my computers, I copied the same url.txt to the correct spot (C:) on all the computers. I do have manage IE installed, but I unregistered, copied the file, opened it to verify the new lines, closed it and registered manage IE.
I have tried everything I can think of, can you help me figure this out?

Are you using the same version of PWB and Internet Explorer on the computers?

Try would copying the entire PWB folder from a computer that is working to a computer that is not.
