Disable file download question

Recently moved to PWB 2.11 and trying to prevent public from downloading and installing Limewire and other sharing programs.

Set this:

[Security]

PreventFileDownload=True
EnableFileDownload=False

which unfortunately seems to prevent people from downloading email attachments. Is there any way out of this dilemma that I'm just not seeing?

Actually, I just flipped the values on the 2 settings I posted and it is doing what I need it to do now.
