Access Denied

Hi,
I'm running PWB with a custom .ini and I am unable to open any .pdf files.
When I try to open a .pdf, I get a access denied error. I checked and file downloads are enabled in the .ini file but I still cant open .pdf.
Any suggestions?

Use the Internet Options in the control panel for the user and reset the Internet Options to the defaults.
