cant download after running PWB

We run PWB on our public computers -- occasionaly I run it from my system to test a setting, etc. This morning after running PWB I can no longer download a file (from www.downloads.com) in IE. I went through the pwb.ini file and tried to see what could be preventing me from this but I could not find anything -- all settings that have to do with downloading are set to default (in fact -- I used a default copy of pwb.in just to make sure).

The error is:
Security Alert -- Your current security settings do nt allow this file to be downloaded.

PS -- I noticed that I CAN download from this site.

Please help

The setting in the INI that is causing this is the following.

[RestrictedSave]
...
DisableFileDownload=True
...

This setting causes PWB to set the Internet Options to disable downloads. You can reset it by opening the Internet Options applet in the control panel. On the security tab, click on the internet zone and click on the custom level button. Scroll down to the downloads section, and click on the enable radio button. Click the Ok button, and the Ok button and you will be able to download again.

Not sure why you can download from this site with this set, but I wish I did?!?
