auto login for Library site

I am having problems getting a new URL to work , after capturing the denied access URl in the History file then adding to the allowed text file - it still tells me it is denied. I believe it is looking for login info that auto logins in if you just click on the link when using PC at a Library location that is not using the PWB browser -

Does it work if you temporarily disable the URL filter?
