Email attachments not opening

We are running Windows XP, IE7 and PWB v. 2.10.9.

Having a problem with patrons not able to open their email attachments when they click on them. Is this something PWB is blocking? If so, what can be done to allow these files to open up by clicking on the attachment within their email provider?

PWB could be blocking them if you have [Security]DisableDownload set to true, or if you are using the URL or IP filter and not allowing the page that downloads documents.

After checking the .ini file, the [Security]DisableDownload is set to FALSE. I know of no other equipment or filters here that would stop the opening of an email attachment. Anything else I should look at?

BTW, I kept most if not all of the set defaults in the .ini file since most of the .ini file settings are difficult to understand what they actually do.
