Issues with PWB opening an Address bar next to the Shellbar

I am currently using PWB v2.11

When I use our PWB on a Windows 2003, with IE 7, it works correctly, with the address bar next to the shellbar.

When I use our PWB on a Windows 7, with IE 8, it does not display the address bar at all next to the shellbar.

Any ideas on why, or how to fix?

What settings are you using in your INI file to achieve this?
