pwb2 and hoopla

We are linking to Hoopla on our library catalogs in house that use PWB 2.

When a user click's on the link to go to Hoopla, they are taken to a page that says the browser is out of date, even though we are using IE10 on these machines with the PWB overlay.

The resulting page says to please upgrade to IE10. How can we make Hoopla understand that IE 10 is running in the background? Any ideas?

https://www.hoopladigital.com/home is the webpage we are sending users to and that url is a permissible url in url.txt.
