link opens new window - iexplore.exe ?

I have been trying to get pwb not to use ie to open links that require a new window. I think this might be a problem with windows and it always thinking ie6 is the default browser, does anyone know how to make pwb the default browser?

To set PWB as the default browser use the SetPWB utility available on our download page. There are cases where IE will open not matter what the default browser is, in these cases to prevent IE from opening use the ManageIE utility that is also available on our download page.
