SendTo / TMail "Could not perform this operation becaus

On an XP Pro system I have installed the SendTo exe and ini files and run the registry file amended to point to the installed location but whenever I try to use a mailto: link I get the Windows error message entitled "Microsoft Internet Explorer" with the content "Could not perform this operation because the default mail client is not properly installed". I have also tried it with TMail and changed the registry accordingly, with the same result.

After this I went into the Internet Options Control Panel and under the Programs tab set the E-mail program to SendTo, but still got the same error message.

Can anyone help with this?
